Oud and attar are the backbone of the Gulf perfume market and one of the fastest-growing styles in India, the UK and the US. If you are launching an attar line, a roll-on range or an oud-heavy eau de parfum, you will need a reliable wholesale supply of oils. This guide explains what you are actually buying, how to judge it, and what to sort out before you place a bulk order.
Attar, oud and "oud fragrance oil": know the difference
The three terms are often used as if they mean the same thing. They do not, and the difference changes your price, your label and your marketing.
Traditional attar
Classical Indian attar, associated above all with Kannauj in Uttar Pradesh, is made by hydro-distilling flowers, herbs or earth into a receiving oil, traditionally sandalwood. It is oil-based and alcohol-free. True distilled attars are slow to make and priced accordingly.
Natural oud
Oud (agarwood) is the dark, resinous heartwood that forms in Aquilaria trees after infection. Distilled oud oil is among the most expensive perfumery materials, and Aquilaria species are listed under CITES, so natural oud crossing borders can need extra paperwork.
Oud and attar-style fragrance oils
Most oud perfumes sold today, including many famous ones, use a compounded oud accord built from aroma chemicals, woods, resins and sometimes a small amount of natural material. Wholesale "attar" and "oud" fragrance oils are usually compounds of this kind. They are consistent from batch to batch, far more affordable, and can be used neat in roll-ons or diluted into sprays. For most new brands this is the practical choice; just describe it honestly on your label and website.
How to judge a wholesale oud or attar oil
- Smell it on skin, not only on a strip. Oud accords change a lot over hours. Wear a sample for a full day and note the opening, the heart and the dry-down.
- Check the dry-down for harshness. Cheap oud accords can turn medicinal, smoky-burnt or sharply animalic. Good ones stay smooth and woody.
- Compare against your reference. If you are briefing a scent direction such as a well-known Arabian or niche oud, compare side by side. Most of our oils are bench-matched 85–90% to the reference scent; reference names describe direction only and imply no affiliation.
- Ask about batch consistency. Order a second sample from a later batch before you scale, or ask your supplier how they control batch-to-batch variation.
Minimum orders, packs and costing
Wholesale fragrance oils are usually sold by weight. At Haveli AI® the minimum is 1 kg per fragrance, in 1 kg and 5 kg packs, with list prices shown on each product page. Prices are ex-factory Mumbai, with 18% GST added for Indian buyers on a GST invoice.
To cost your product, work backwards from the format:
- Attar or roll-on perfume oil: used neat or diluted in a skin-safe carrier, so oil per unit is high. A 1 kg pack fills many small 3–12 mL roll-ons, but far fewer bottles than a spray.
- Oud eau de parfum: typically around 15–20% oil in perfumer's alcohol, so 1 kg goes much further.
- Bakhoor, room sprays and diffusers: each has its own dosing; brief your manufacturer on the format.
Do not forget the rest of the pack: crystal attar bottles with glass daubers, roll-on bottles, heavy-glass spray bottles, zamac or magnetic caps and rigid boxes are often a bigger share of the unit cost than the oil itself. You can plan the whole pack in our 3D Label Atelier.
Documents to ask for
- IFRA certificate: states the maximum safe use level of that oil in each product category. Check it covers your format, especially for leave-on body oils.
- SDS (Safety Data Sheet): needed by freight forwarders and by most importers.
- COA (Certificate of Analysis): confirms the batch you received.
We supply IFRA, SDS and COA on request with every oil.
Shipping oud and attar oils abroad
Many fragrance oils are classed as dangerous goods for air freight depending on their flash point, which is shown on the SDS. Your forwarder uses it to choose the right packaging and service. We ship from Mumbai across India and to the UAE and GCC, the UK, Europe, the US and Canada, and Africa. Import duty and cosmetic registration rules differ by country, so check them with your customs broker. Country notes are on our worldwide markets page, for example fragrance oils for the UAE and Gulf.

FAQ
Is wholesale oud fragrance oil real agarwood?
Usually not entirely. Most wholesale oud oils are compounded accords that recreate the oud character. Natural agarwood oil is very expensive and CITES-regulated. Describe your product accurately.
Can attar fragrance oil be used without alcohol?
Yes. Attar-style oils are designed to be worn as oil, neat or in a skin-safe carrier, within the limits on the IFRA certificate.
What is the minimum order for oud oils at Haveli AI®?
1 kg per fragrance, in 1 kg or 5 kg packs. Samples are available through the oil sample kit.
Can you make finished attar or oud perfume under my brand?
Yes. We fill attars, roll-ons, extraits and eau de parfum with your bottles, caps, labels and boxes through our contract manufacturing service.
